Maendeleo ya Mtoto

Objective

To ensure rights of the children for survival; development, protection, Non-discrimination and participation are well known and implemented with all stakeholders from family level for the well being of the children.

Functions

  • To develop, coordinate and review implementation of policies, laws; strategies, programs and guidelines related to children, parenting and family development such as the Law of the Child Act. No.21 (2009);
  • To coordinate, monitor, prepare and submit reports on the implementation of International and Regional conventions, treaties and agreed declarations on child rights such as the Convention on the Right of the Child (CRC) and African Charter on the Rights and Well being of the Child (ACRWC);
  • To develop programs and learning materials to educate children, parents/care givers and communities on the importance of investing in early childhood care and development, girl’s education skill development and participate full on campaigns to end violence against children;
  • To develop and disseminate educational programs on positive Parenting and care to the minds of every single citizen;
  • To develop and coordinate National Plan, strategies and monitor implementation of programs addressing campaign to end Violence against children;
  • To coordinate monitor and evaluate formation of Junior Councils to ensure child participation programs are implemented as per guiding principles from grassroots to national level;
  • To monitor and evaluate the Child Help Line No. 116 to enable children and other stakeholders participate in providing information on all actions which violate children rights at home, school and in the community.
  • To coordinate research and establish the system of collecting, dissemination and control the use of the information to the sustainable development of children and family; and
  • Network with development partners both in and out in order to ensure support provided comply with Child Development Policy 2008 and the Law of the Child Act No. 21 of 2009.

1.0 Child rights and Development Section

This Section performs the following activities:

  • Prepare policies, laws, regulation and guidelines in a friendly language, disseminate and advocacy its implementation to community;
  • Educate and advocacy implementation of the international and regional conventions and treaties ratified by the state on children rights;
  • Sensitize and create awareness to communities to understand the rights of the children and participate in its implementation for sustainable child development;
  • Provide technical advice on investing in early childhood and care for better brain development of a child to all stakeholders who work with and for children;
  • Coordinate researches undertaken and reports on the violence Against Children and prepare programs that prevents any form of harmful practices to children;
  • Educate and promote parents, caregivers and communities on their responsibilities to provide better ECD services to children and conduct TOTs at national level who will train district teams on child rights issues;
  • Collect and update information and statistics on the implementation of the children’s rights and network with CSOs and development Partners;
  • Build capacity of local councils to promote and advocate tor communities to identify and report any form of violence against children and report to the related authorities for action;
  • Coordinate, monitor and evaluate establishment of Junior Councils and children clubs;
  • Coordinate and monitor support provided to children by stakeholders who work with and for children to protect children’s rights and welfare; and
  • Coordinate the commemoration of a day of an African Child and International day of a girl child, monitor implementation of the resolutions and provide report

1.1 Parenting and Family Care Education Section

This Section will perform the following activities

  • Prepare in a friendly language the laws, guidelines and regulation on parenting and family development;
  • Prepare, advocate, coordinate and evaluate the implementation of National Plan and strategies of eradicating traditions and practices which are harmful to the health and socio-economic development of a child, family and community;
  • Educate and disseminate to communities implementation of the International, Regional and National treaties ratified by the state on parenting and family care development;
  • Develop and coordinate implementation of positive parenting and care programs and build capacity to Local Government experts of children related matters, family and community;
  • Undertake effective and efficient coordination and monitoring of parenting and children protection initiatives in the country at Local, National and International levels;
  • Prepare, coordinate and supervise sustainable livelihood programs of the families;
  • Develop programs to support parents, caregivers and community members to raise children in homes, schools and communities free from violence;
  • Collect, analyze and update data and information on parenting and family care programs;
  • Coordinate, Sensitize and monitor implementation of the population and parenting education programs;
  • Coordinate research exercise on traditions and harmful practices and prepare programs to respond to the outcome of the research; and
  • Coordinate the commemoration of the International Day of Family and National Campaign

Maendeleo ya Jamii

Objective

The department of community development has the role of integrating community development issues as per community development Policy of 1996.

Functions:-

  • To prepare Community development policies, programs and guidelines and monitor and evaluate their implementations
  • To review existing Laws and legislation and suggest ways of improving them in accordance with the current situation, global trends and referendums
  • To undertake community development research in order to introduce innovative ideas in developing the community
  • To advice on the best community development approaches in accordance to relevant environment
  • To plan and coordinate implementations of project, programs or activities which create improvement in the living standard of people in a particular community

1.0 Community Development Section

This section performs the following activities:-

  • Develops, coordinates, monitors and evaluates the implementation of community development policy, legislation and guidelines;
  • Plans, coordinates and monitors implementation of community development projects/programs or activities in a particular community;
  • Provides technical advice to non-state actors in community development;
  • Undertakes research on community development issues and introduce innovative ideas in developing the community and
  • Provides advice on the best community approaches in accordance to relevant environment.
  • Coordinates community based organizations (CBOs)

1.2 Community Development Training Institutes

This section performs the following activities:-

  • Provides inputs in preparation, monitoring and evaluation of community development policies, legislations and guidelines;
  • Analyzes community development policy and identify training requirements
  • Facilitates/review community development training curricula, instructions materials and teaching methods
  • Sets standards of education, student performance and achievements for community development trainees
  • Advices, sets standards and oversee professional development of tutors in community development institutes;
  • Issues guidelines for students selection and monitor their implementation;
  • Coordinates tutor recruitment, posting and deployment;
  • Develops, issues and monitors the implementation of guidelines and operating procedures on the management and administration of community development institutes;
  • Ensures that community development institutes’ plans and budget are integrated into Ministerial plans and budgets and monitor their implementations

1.3 Program implementations

(a) Community Sensitization Program

The department through its community sensitization program (2016/17-2020/2021) continues to sensitize community to participate in development projects. The program goal is to revive the spirit of self-help and community participation in development activities in all 26 regions of Tanzania Mainland. 11 Regions (Iringa, Pwani, Morogoro, Ruvuma, Tanga, Kagera, Manyara, Singida, Dodoma, Arusha, Kigoma) are already covered though not in all districts.

(b)Community Engagement Program

The Community Development Institutes (CDTIs) through Community engagement approach are undertaking community based projects to surrounding communities. The undertaken projects which fully involve participation of communities are geared to ensure that the surrounding villages benefit by visual of having institutes nearby and become models in implementing self-help projects. Projects currently in place include tree planting for business and soil erosion control, bakery, maize farming, avocado farming and bee keeping

1.4 Guiding policy and Guideline

The department in carrying out its core functions is guided by Community Development Policy (1996) and other sector policies (cross cutting) addressing community issues. In 2019, The Ministry issued guideline on roles and responsibilities of community development workers at Regional Secretariat and Local Government Authorities. As a working instrument the guideline provide a clear cut on their functions at Regional Secretariat and Council level

1.5 Community Development Training Institutes (CDTTIs)

The department coordinates 9 training institutes which are owned by the Ministry

Training offered are as follows:-

(i) Tengeru Institute of Community Development (TICD)

TICD which is located in Arusha offers Community Development courses from Basic Certificate to Post Graduate level.The Institute offers degree courses in Community Development, Gender development and Participatory Project Planning and Management.

(ii) Community Development Technical Training Institutes (CDTTIs)

Mabughai which is located in Tanga Region and Misungwi in Mwanza Region, are two institutes under the Ministry which offer Civil Engineering withCommunity Development course.This course is offered from Basic Certificate to Ordinary Diploma level (NTA Level 4-6).

(iii) Community Development Training Institutes (CDTIs)

CDTIs are intermediate training institutes offering Certificate and Diploma course in Community Development (NTA Level 4-6). Those institutes are Buhare, Rungemba, Monduli and Mlale, Uyole and Ruaha

Maendeleo ya Jinsia

Objective

To mainstream gender into Government policies, plans and strategies for the empowerment of women and promotion of gender equality and equity.

Functions

  • To develop, review and monitor and evaluate implementation of Gender Policies;
  • To develop and implement mechanisms for gender mainstreaming into government policies, plans and strategies and monitor and evaluate their implementation;
  • To foster implementation of international and regional agreements and conventions of gender, and
  • To develop and implement strategies for women empowerment.

1.0 Gender Mainstreaming Section

This Section will perform the following activities:

  • Develop, review and monitor and evaluate implementation of Gender Policies, legislations and guidelines;
  • Develop and implement strategies to mainstream gender concerns into National development plans and strategies, legislations, Sectoral Policies, Programs and Projects;
  • Advocate gender issues to policy makers and community in general;
  • Inculcate leadership, decision making and entrepreneurship skills to facilitate women to be active participants and equal beneficiary of services and resources at community level;
  • Provide technical advice and backstopping services to stakeholders who are involved in gender activities;
  • Collect, analyze and disseminate data and information on gender and development in the country,
  • Coordinate and monitor gender concerns in HIV/AIDS; and
  • Develop and maintain a gender database.

1.1 Women Development Section:

  • To develop, review and monitor and evaluate implementation of Gender Policies;
  • Develop, review and monitor and evaluate implementation of Women Development Policies;
  • Foster implementation of international and regional agreements and conventions on women issues;
  • Coordinate, monitor and evaluate implementation of sub-regional, regional and International Conventions and Agreements related to women advancement- e.g the Convention on the Elimination of all forms of Discrimination against Women (CEDAW) and Platform for Action (PFA), and Protocol to the African Charter on Human & People’s Rights on the Rights of Women;
  • Advocate rights;
  • .Develop mechanism to prevent and eradicate violence against women;
  • Coordinate activities to commemorate the International Women’s Day annually and monitor implementation of resolutions and agreements;
  • Facilitate, supervise, issue guidelines and coordinate the Women Development Fund (WDF);
  • Monitor, evaluate and facilitate access to credit system for women in the country;
  • Collect, process, store and maintain women related data and statistics for utilization and dissemination;
  • Facilitate and coordinate women entrepreneurship development; and
  • Initiate, facilitate and coordinate implementation of women economic empowerment strategies.

Mashirika yasiyo ya Kiserikali

Objective

To register and monitor NGOs and ensure that they implement activities in accordance with their purpose of establishment.

Functions

  1. To register NGOs;
  2. To monitor and evaluate NGOs activities; and
  3. To maintain NGOs data base.

1.0 Registration of NGOs Section

This Section will perform the following activities:

  1. Prepare and review the National NGO Policy, legislations and guidelines and ensure their implementation;
  2. Raise public awareness on the NGO Act;
  3. Prepare and facilitate agreements of cooperation between the Government and International NGOs;
  4. Scrutinize applications for registrations of NGOs and advice accordingly; and
  5. Study and recommend on deregistration of the NGOs.

1.1 Coordination and Monitoring Section

This Section will perform the following activities:

  1. Coordinate NGOs at national, regional and district levels and prepare periodical performance reports;
  2. Prepare and maintain NGOs Databank,
  3. Monitor and evaluate performance of NGOs to ensure that they focus on their purpose of establishment;
  4. Identify national development strategies that require NGOs support in implementation and liaise with sector ministries and umbrella NGO;
  5. Create a conducive environment for collaboration between Government, NGOs and he public, and
  6. Collect, analyze and prepare information on sources of funding for NGOs and update annually.

Sera na Mipango

Objective

To provide expertise and services in policy formulation, implementation, monitoring and evaluation.

Functions

  • To coordinate preparation of ministerial policies and monitor their implementation and carry out their impact assessments;
  • To analyze policies from other sectors and advise accordingly;
  • To coordinate preparations and implementations of ministerial plans and budgets;
  • To carry out monitoring and evaluation of the Ministry’s plans and budgets and prepare performance reports;
  • To conduct research, studies, assessments and evaluation of ministerial plans and provide a basis for making informed decisions on the future direction of the Ministry;
  • To encourage and facilitate the provision of services by the Private Sector in the Ministry;
  • To coordinate preparations of Ministerial contributions to the Budget Speech and Annual Economic Report;
  • To institutionalize strategic planning, budget, monitoring and evaluation skills in the Ministry;
  • To ensure that ministerial plans and budgets are integrated into the government budgeting process;
  • To coordinate solicit of funds for the Ministry; and
  • To coordinate and oversee performance contracting.

This Division comprises two Sections as follows: (i) Policy and Planning Section; and (ii) Monitoring and Evaluation Section.

1.0 Policy and Planning Section

This Section will perform the following activities:

  • Coordinate formulation, review, implementation and monitoring of Ministry’s policies and monitor their consistency with national policies, frameworks and strategies;
  • Review and advise on Policy Papers prepared by other Ministries;
  • Conduct impact studies of Ministerial policies and provide a basis for making informed decisions on the future direction of the Ministry;
  • Coordinate formulation and preparation of the Ministry's medium term strategic plan, annual action plans and budgets;
  • Compile reports on Ministerial projects, programs and Action Plans and Develop strategies for resource mobilization;
  • Liaise with Ministry of Finance and Economic Affairs and POPSM on Strategic Planning and Budgeting process;
  • Prepare memorandum of understanding for projects and programs for international financing;
  • Coordinate the preparation of Ministerial budget speech;
  • Provide technical guidance and support for institutionalization of Strategic Planning and Budgeting process within the Ministry;
  • Coordinate analyzing of outsourcing of non-core functions (Private Sector Participation);
  • Coordinate solicit of funds to facilitate implementation of the Ministry’s plans. programs and projects; and
  • Coordinate and oversee performance contracting.

1.1 Monitoring and Evaluation Section

This Section will perform the following activities:

  • Monitor and evaluate implementation of the Ministry's Annual Plans and Medium Term Strategic Plan;
  • Prepare periodic performance reports;
  • Collect, study and analyze statistics needed in the formulation and implementation of policies, plans and budgetary proposals;
  • Provide inputs in preparation of plans, programs and budgetary activities in the Ministry including establishment of performance targets and indicators;
  • Undertake impact studies of plans, projects and programs undertaken by the Ministry;
  • Provide technical advice including institutionalization of monitoring and evaluation process;
  • Undertake service delivery surveys to collect clients views on services rendered and advise management accordingly;
  • Coordinate mid-year and annual performance reviews; and
  • Monitor performance of Executive Agencies under the Ministry.

Sheria

Objective

To provide legal expertise and services to the Sector.

Functions

The Unit will perform the following activities:-

  • Provide legal advice and assistance to Sector’s Divisions and Units and entities under the Ministry on interpretation of laws, terms of contract terms of agreements, privatization agreements, procurement contracts, guarantees, letters of undertaking, memorandum of understanding, consultancy agreements and other type of agreements, and other type of agreements, and other type of agreements, and other legal documents;
  • Provide technical support in preparation of legislative instruments including enactments of Parliament and subsidiary legislation (s) and forward to the Attorney General’s Chambers;
  • Oversee negotiations of the health and social welfare sectors;
  • Provide legal advice to the Ministry and its institutions;
  • Participate to various negotiations and meetings that call for legal expertise on health and social welfare sectors;
  • Translate legislations within the health and social welfare sectors;
  • Liaise with the Attorney Generals Chambers on litigation of civil cases and other claims involving the Sector; and
  • Provide technical support to Attorney General’s Chambers on review of various legal instruments such as orders, notices, certificates, agreements and transfer deeds.

Malengo mahususi

Katika kukuza ustawi wa watu walio katika mazingira hatarishi, familia, vikundi na jamii, pamoja na kuongeza ushiriki wao kupitia sera, mipango na huduma zinazozingatia maslahi ya wateja.

Yafuatayo ni malengo mahususi ya Idara ya Ustawi wa Jamii:

i.Kuandaa, kusimamia na kupitia sheria, kanuni, miongozo kuhusu haki na ustawi wa watu walio katika mazingira hatarishi nchini.

ii. Kumarisha malezi, matunzo na ulinzi wa Watoto walio katika mazingira hatarishi ikiwa ni pamoja na huduma za malezi ya kambo, uasili na usuluhishi wa ndoa zenye migogoro.

iii.Kuimarisha mifumo na utoaji wa huduma kwa watoto walio katika mkinzano na sheria na wale walio katika hatari ya kukinzana na sheria.

iv.Kuimarisha huduma bora katika Vituo vya kulelea watoto mchana, Vituo vya watoto wachanga ikijumuisha vituo vinavyomilikiwa na jamii.

v.Kuratibu, kuongoza, kusimamia na kufuatilia Programu za kijamii za marekebisho ya tabia kwa watoto walio katika mkinzano na sheria ikijumuisha watoto wanaoishi na kufanya kazi mitaani.

vi.Kuimarisha malezi, matunzo na ulinzi kwa wazee katika familia, jamii; na katika makazi ya wazee wasiojiweza kama hatua ya mwisho baada ya njia nyingine kushindikana.

i.Kusimamia haki na ustawi wa watoto walio katika mkinzano na sheria katika taasisi za usimamizi wa sheria (mahabusu za watoto, shule ya maadilisho, vituo vya polisi na mahakama za watoto) 
ii.Kuratibu na kusimamia mahabusu za watoto, shule ya maadilisho kwa ajili ya watoto walio katika mkinzano na sheria
iii.Kurekebisha tabia na kuwatengamanisha watoto walio katika mkinzano na sheria kupitia afua mbalimbali ikiwemo elimu ya msingi, mafunzo ya dini, michezo, kulima bustani, stadi za maisha na unasihi.
iv.Kuratibu na kusimamia uanzishwaji wa huduma za wasimamizi wa watoto katika mahakama za watoto nchini.
<i>3.</i><i>Kuimarisha huduma za matunzo na ulinzi kwa watoto walio katika mazingira hatarishi ikiwemo malezi ya kambo na uasili pamoja na usuluhishi wa ndoa zenye migogoro.</i>

i.Kusaidia familia zilizo katika mazingira hatarishi kupata msaada wa dharura pamoja na kuwaunganisha na taasisi/wadau wanaotoa msaada
ii.Kufanya unasihi kwa mtu mmoja mmoja, wanandoa na familia zenye migogoro na kuwasaidia kutafuta suluhu ya matatizo waliyonayo na kufanya waishi kwa amani na upendo
iii.Kuratibu na kusimamia huduma zinazotolewa kwa watoto walio katika mazingira hatarishi
iv.Kuratibu na kusimamia huduma za malezi ya kambo na uasili wa watoto
v.Kuwezesha Halmashauri kutambua watoto walio katika mazingira hatarishi, kutathmini mahitaji yao, uwezo / uwezo wa walezi wao na kuwasaidia na kuandaa mipango ya matunzo na ulinzi kwa watoto hao.
vi.Kujenga uwezo wa wazazi/walezi, walezi wa watoto katika vituo na watu wa kuaminika kuhusu kutoa malezi bora na huduma ya msaada wa kisaikolojia
vii.Kuimarisha mifumo ya kijamii ya malezi na kuwezesha familia masikini hususan zenye watoto walio katika mazingira hatarishi kuimarisha hali zao za kipato na kukidhi mahitaji yao.
<i>4.</i><i>Kuimarisha utoaji wa huduma bora katika vituo vya kulelea watoto wadogo mchana, vituo vya watoto wachanga vikiwemo vile vinavyomilikiwa na jamii.</i>

i.Kuandaa na kutekeleza programu za uchangamshi wa awali kwa watoto wadogo katika vituo vya kulelea watoto wadogo mchana na watoto wachanga.
ii.Kufanya ukaguzi na ufuatiliaji wa huduma zinazotolewa kwa watoto katika vituo vya kulelea watoto wadogo na watoto wachanga.
iii.Kusajili, kusimamia na kufuatilia vituo vya kulelea watoto wadogo mchana na watoto wachanga.
iv.Kuratibu na kusimamia huduma za malezi, makuzi na maendeleo ya awali ya watoto wadogo pamoja na vyuo vya malezi ya watoto

6. kuimarisha matunzo na ulinzi kwa wazee katika familia, jamii na katika makazi ya wazee wasiojiweza.

Kazi zinazofanyika:
i.Kuratibu, kusimamia na kutekeleza programu za marekebisho kwa wazee ikiwemo kuwawezesha kufanya stadi za kazi.
ii.Kuratibu na kusimamia uundaji wa mabaraza ya wazee katika ngazi za mikoa, halmashauri, kata na vijiji/mitaa
iii.Kuratibu utambuzi wa wazee na kuwapatia vitambulisho pamoja na kadi za bima za afya kwa wazee wenye uhitaji
iv.Kuandaa Sera, Sheria, kanuni na miongozo kuhusu haki na ustawi wa wazee nchini.

Utawala na Rasilimali watu

Objective

To provide expertise and support services on Human Resource and administrative matters to the sector (Community Development and Social Welfare)

Functions

  • To provide strategic inputs on Administration and Human Resource Management issues such as recruitment, human resource development and training, promotion, discipline, retention, motivation performance management and welfare;
  • To advice the Permanent Secretary on administrative and utilization of resources matters;
  • To oversee development of Social Welfare Staff;
  • To ensure optimal, efficient and effective management and utilization of human resources in the Sector;
  • To collect, analyze, store and disseminate data and information related to human resources development plans;
  • To provide a link between the Ministry and the President’s Office Public Service Management on operationalization of the Public Service Acts,
  • To provide data support and up-date records on various human resources information;
  • To provide all management services and organization development, and
  • To process terminal benefits and leave.

    1.0 Administration Section

    The Section will perform the following activities:-

    • Interpret and ensure adherence to Public Service Regulations Standing Orders and other Labor laws;
    • Facilitate employee relations and welfare including health, safety sports and culture;
    • Provide registry, messenger and courier services, and manage office records;
    • Handle all protocol matter;
    • Facilitate provision of security services, transport and general utilities;
    • Facilitate general custodian services to include maintenance of office equipment, building and grounds,
    • Develop staff training programs for pre-service, in- service, short and refresher courses;
    • Prepare and review projections on human resource needs;
    • Develop career structure for social welfare workers;
    • Maintain an update inventory of Social Welfare workers;
    • Design, plan and evaluate social welfare training programs,
    • Coordinate implementation of ethics and value promotion activities including prevention of corrupt practices;
    • Implement diversity issues including gender, disability and HIV/AIDS etc and be the Ministry’s Gender Focal Point;
    • Coordinate implementation of private sector participation in the Sector;
    • Coordinate implementation of Business Process Improvement in the Sector;
    • Advise on organizational efficiency of the Ministry, and
    • Coordinate implementation of Client Service Charter in Sector.

    1.1 Human Resource Management Section

    The Section will perform the following activities:-

    • (i)Coordinate staff recruitment, selections, placements, confirmations, promotions and transfers for the Sector;
    • (ii)Carry out human resources planning to determine supply and demand for professionals under the Sector;
    • (iii)Administer salaries and process payrolls;
    • (iv)Coordinate implementation of Open Performance Review and Appraisal System (OPRAS), assess the appraisal results; prepare implementation reports; and make follow-up the implementation of the recommendations on individual OPRAS forms;
    • Process and update records of various leaves of absence;
    • Oversee employee’s benefits (pension, allowance etc) and entitlements;
    • Prepare Annual Personnel Emolument Estimates;
    • Oversee services related to separation from the service (retirement, resignation, etc);
    • Prepare and facilitate implementation of succession plans, and
    • Facilitate orientation/induction programs for new entrants in the services;
    • Carry out training needs assessment for the Ministry and prepare training programs;
    • Facilitate Human Resources training and career development (Professional development, performance improvement, pre-retirement, part-time, and overseas for the Sector;
    • Facilitate human resource development (training, coaching, mentoring and job rotation);
    • Monitor and evaluate implementation of institutional training programs; and prepare training reports
    • Carry out impact assessment of the training programs and prepare assessment reports;
    • Carry out assessment of professional requirements for the institution develop and implement staff development plans;
    • Initiate and co-ordinate in-house courses and on the job training and maintain training records;
    • Provide information, clarifications and briefings on human recourses and training matters; and
    • Serve as a secretariat support to the APPOINTMENT Committee; and Training and Professional Development Committee to be formed in the Sector.

    Kutoa huduma za ustawi wa jamii zenye viwango vya usawa, haki, ubora na endelevu kwa wananchi hususan makundi maalum.

    Malengo mahususi

    Katika kukuza ustawi wa watu walio katika mazingira hatarishi, familia, vikundi na jamii, pamoja na kuongeza ushiriki wao kupitia sera, mipango na huduma zinazozingatia maslahi ya wateja.

    Yafuatayo ni malengo mahususi ya Idara ya Ustawi wa Jamii:

    • i.Kuandaa, kusimamia na kupitia sheria, kanuni, miongozo kuhusu haki na ustawi wa watu walio katika mazingira hatarishi nchini.
    • ii.Kumarisha malezi, matunzo na ulinzi wa Watoto walio katika
    • mazingira hatarishi ikiwa ni pamoja na huduma za malezi ya kambo, uasili na usuluhishi wa ndoa zenye migogoro.
    • iii.Kuimarisha mifumo na utoaji wa huduma kwa watoto walio katika mkinzano na sheria na wale walio katika hatari ya kukinzana na sheria.
    • iv.Kuimarisha huduma bora katika Vituo vya kulelea watoto mchana, Vituo vya watoto wachanga ikijumuisha vituo vinavyomilikiwa na jamii.
    • v.Kuratibu, kuongoza, kusimamia na kufuatilia Programu za kijamii za marekebisho ya tabia kwa watoto walio katika mkinzano na sheria ikijumuisha watoto wanaoishi na kufanya kazi mitaani.
    • vi.Kuimarisha malezi, matunzo na ulinzi kwa wazee katika familia, jamii; na katika makazi ya wazee wasiojiweza kama hatua ya mwisho baada ya njia nyingine kushindikana.
    1.Kuandaa na kusimamia sheria kuhusu haki na ustawi wa watu walio katika mazingira hatarishi nchini.
    Kazi zinazofanyika:
    i.Kuandaa na kupitia sheria, kanuni na miongozo
    ii.Usambazaji wa sheria, kanuni na miongozo kuhusu ustawi wa haki za makundi maalum
    iii.Kufuatilia na kusimamia utekelezaji wa sheria zilizoandikwa.
    2.Kuimarisha mifumo na utoaji huduma kwa watoto walio katika mkinzano na sheria na wale walio katika hatari ya kukinzana na sheria
    Kazi zinazofanyika:
    i.Kusimamia haki na ustawi wa watoto walio katika mkinzano na sheria katika taasisi za usimamizi wa sheria (mahabusu za watoto, shule ya maadilisho, vituo vya polisi na mahakama za watoto) 
    ii.Kuratibu na kusimamia mahabusu za watoto, shule ya maadilisho kwa ajili ya watoto walio katika mkinzano na sheria
    iii.Kurekebisha tabia na kuwatengamanisha watoto walio katika mkinzano na sheria kupitia afua mbalimbali ikiwemo elimu ya msingi, mafunzo ya dini, michezo, kulima bustani, stadi za maisha na unasihi.
    iv.Kuratibu na kusimamia uanzishwaji wa huduma za wasimamizi wa watoto katika mahakama za watoto nchini.
    3.Kuimarisha huduma za matunzo na ulinzi kwa watoto walio katika mazingira hatarishi ikiwemo malezi ya kambo na uasili pamoja na usuluhishi wa ndoa zenye migogoro.
    Kazi zinazofanyika:
    i.Kusaidia familia zilizo katika mazingira hatarishi kupata msaada wa dharura pamoja na kuwaunganisha na taasisi/wadau wanaotoa msaada
    ii.Kufanya unasihi kwa mtu mmoja mmoja, wanandoa na familia zenye migogoro na kuwasaidia kutafuta suluhu ya matatizo waliyonayo na kufanya waishi kwa amani na upendo
    iii.Kuratibu na kusimamia huduma zinazotolewa kwa watoto walio katika mazingira hatarishi
    iv.Kuratibu na kusimamia huduma za malezi ya kambo na uasili wa watoto
    v.Kuwezesha Halmashauri kutambua watoto walio katika mazingira hatarishi, kutathmini mahitaji yao, uwezo / uwezo wa walezi wao na kuwasaidia na kuandaa mipango ya matunzo na ulinzi kwa watoto hao.
    vi.Kujenga uwezo wa wazazi/walezi, walezi wa watoto katika vituo na watu wa kuaminika kuhusu kutoa malezi bora na huduma ya msaada wa kisaikolojia
    vii.Kuimarisha mifumo ya kijamii ya malezi na kuwezesha familia masikini hususan zenye watoto walio katika mazingira hatarishi kuimarisha hali zao za kipato na kukidhi mahitaji yao.
    4.Kuimarisha utoaji wa huduma bora katika vituo vya kulelea watoto wadogo mchana, vituo vya watoto wachanga vikiwemo vile vinavyomilikiwa na jamii.
    Kazi zinazofanyika:
    i.Kuandaa na kutekeleza programu za uchangamshi wa awali kwa watoto wadogo katika vituo vya kulelea watoto wadogo mchana na watoto wachanga.
    ii.Kufanya ukaguzi na ufuatiliaji wa huduma zinazotolewa kwa watoto katika vituo vya kulelea watoto wadogo na watoto wachanga.
    iii.Kusajili, kusimamia na kufuatilia vituo vya kulelea watoto wadogo mchana na watoto wachanga.
    iv.Kuratibu na kusimamia huduma za malezi, makuzi na maendeleo ya awali ya watoto wadogo pamoja na vyuo vya malezi ya watoto
    5.Kuratibu, kusimamia na kufuatilia Programu za kijamii za marekebisho ya tabia kwa watoto walio katika mkinzano na sheria na wale walio katika hatari ya kukinzana na sheria wakiwemo wanaoishi nakufanya kazi mitaani.
    Kazi zinazofanyika:
    i.Kuratibu, kusimamia na kufuatilia afua za kijamii za marekebisho ya tabia na utengemaowa watoto walio katika mkinzano na sheria na walio katika hatari ya kukinzana na sheria.
    ii.Kuratibu na kusimamia marekebisho ya tabia na utengemao kwa watoto wanaoishi na kufanya kazi mitaani.
     

    6. kuimarisha matunzo na ulinzi kwa wazee katika familia, jamii na katika makazi ya wazee wasiojiweza.

    Kazi zinazofanyika:
    i.Kuratibu, kusimamia na kutekeleza programu za marekebisho kwa wazee ikiwemo kuwawezesha kufanya stadi za kazi.
    ii.Kuratibu na kusimamia uundaji wa mabaraza ya wazee katika ngazi za mikoa, halmashauri, kata na vijiji/mitaa
    iii.Kuratibu utambuzi wa wazee na kuwapatia vitambulisho pamoja na kadi za bima za afya kwa wazee wenye uhitaji
    iv.Kuandaa Sera, Sheria, kanuni na miongozo kuhusu haki na ustawi wa wazee nchini.
